Sichuan Aims for 4,000 Hydrogen Vehicles and 40 Stations by 2027
September 1st, 2025: The Sichuan Provincial Department of Economy and Information Technology released the "Sichuan New Energy Industry Chain Building and Strengthening Development Plan (2025-2027)." Regarding the hydrogen energy industry chain, it pointed out that:
Centering on the entire industrial chain of "low-cost water electrolysis for hydrogen production, industrial byproduct hydrogen-related production, storage, transportation, hydrogen refueling equipment, and products," efforts will be focused on addressing the shortcomings such as insufficient upstream hydrogen sources, low downstream hydrogen energy utilization, and limited application scenarios.
Key research will be carried out on key core technical equipment, including large-capacity alkaline water electrolysis for hydrogen production, proton-exchange-membrane water electrolysis for hydrogen production, anion-exchange-membrane water electrolysis for hydrogen production, large-capacity hybrid hydrogen production systems, 70-MPa high-pressure gaseous hydrogen storage and transportation equipment, as well as solid-state and liquid-state hydrogen storage and transportation equipment.
In the transportation sector, the application scenarios of hydrogen fuel cell vehicles will be further expanded, with demonstration operation routes formed in key areas.
As users' acceptance gradually increases, the cumulative number of hydrogen fuel cell vehicles promoted and applied across the province will exceed 3,000. The construction of hydrogen refueling stations will be reasonably arranged, basically meeting the needs of initial demonstration applications, with over 30 hydrogen refueling stations (including integrated hydrogen-production and hydrogen-refueling stations) cumulatively built.
By 2027, new breakthroughs will be achieved in the performance of high-end hydrogen energy equipment and key core technologies. The autonomy level of basic materials and core components will be further enhanced, and the ecological system of the entire "production-storage-transportation-refueling-application" industrial chain will be more complete.
In the transportation field, large-scale application will be realized, with the cumulative number of hydrogen fuel cell vehicles promoted and applied in the province exceeding 4,000.
The construction of hydrogen refueling infrastructure will be advanced in an orderly manner, with over 40 hydrogen refueling stations (including integrated hydrogen-production and hydrogen-refueling stations) cumulatively built. More than 10 application scenarios will be created in the fields of energy storage, energy supply, and industry, initially forming a demonstration effect.
The comprehensive application cost will continue to decline, striving to make the comprehensive application cost of fuel - cell commercial vehicles on par with that of similar fuel-powered vehicles. The comprehensive strength and application scale of the industry will enter the first echelon nationwide.
