China Targets Rebuilding Matching-Scale High-Tech Sector via 15th Five-Year Plan Initiatives, hydrogen included
24th Oct, Beijing: The Central Committee of the Communist Party of China (CPC) held a press conference this morning to present and elaborate on the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee.
Zheng Shanjie, Secretary of the Party Leadership Group and Minister of the National Development and Reform Commission (NDRC), noted that "invigorating innovation to foster new growth drivers" essentially means nurturing and expanding emerging industries and future industries. In 2024, the total added value of China's "three new" economy—encompassing new industries, new business forms, and new business models—accounted for over 18% of China's GDP.
The Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development puts forward initiatives to build up new pillar industries, including accelerating the development of clusters in strategic emerging sectors such as new energy, new materials, aerospace, and low-altitude economy. These efforts are expected to spawn several markets of trillion-yuan scale or even larger.
Furthermore, the Proposal calls for forward-looking planning of future industries, aiming to drive quantum technology, biomanufacturing, hydrogen energy, nuclear fusion energy, brain-computer interfaces, embodied intelligence, and sixth generation (6G) mobile communications to become new drivers of economic growth. As these industries gather momentum for development, they will help recreate a high-tech industry in China with a scale comparable to the existing one over the next 10 years.
